Canterbury Earthquake – Offers of Assistance

The RMLA executive has resolved to donate $5,000.00 of its cash reserves to both the Canterbury Regional Council and the Christchurch City Council to be applied to purposes associated with planning a rebuild of the Christchurch City and as may involve (for example) the need for the commissioning of technical or other expert evaluation and advice.


The RMLA executive has resolved to donate $5,000.00 of its cash reserves to both the Canterbury Regional Council and the Christchurch City Council to be applied to purposes associated with planning a rebuild of the Christchurch City and as may involve (for example) the need for the commissioning of technical or other expert evaluation and advice.

We had seriously considered making a more general fund available for individual members affected by the earthquake but are constrained by our constitution from doing so.

RMLA would also like to facilitate ways in which either you or your firm might contribute expertise or advice in two areas:

• in planning the rebuild to either Christchurch City Council or Canterbury Regional Council on (for example) a discounted or pro bono basis; and/or
• professional support to RMA practitioners affected by the earthquake.

Any contributions or suggestions of that kind should be emailed to Karol Helmink so she can register this assistance on RMLA the website.

Finally, for this year’s conference and membership registration round, the Association will be inviting contributions from members which may be applied to more general public welfare purposes such as a donation to the Mayoral Fund in Christchurch, or the New Zealand Government Christchurch Earthquake Appeal Fund (or similar).

Ben Keet -My field of expertise is contaminated land – assessment and rehabilitation. My normal fee is $240.-/hour. I offer my service to ECAN and Christchurch City Council at 50% discount to carry out or coordinate projects for them.  Many sites where rebuilding will need to take place may very well be contaminated, think of the past use of gasworks waste as hardfill in the city centre. We have been advised (understandably) that rebuttal evidence for this Change, which was due to be heard in the Environment Court in May, is on hold. I have a lot of experience in strategic urban planning, policy and research over the past 17 years of my career and over the past 6 months have gained a good understanding of the Greater Christchurch area. Our expertise includes landuse/urban planning, traffic engineering and transport planning and environmental health (noise, glare, hazardous substances). Following September’s quake we’ve also developed specific experience in quake related recovery issues facing heritage buildings, CBD building development, large scale residential rebuilding (for group builders, insurance companies and project management companies), and flood management areas – all matters likely to be relevant to the rebuilding exercise.
