This note provides a progress updated on the proposed National Environmental Standard for Plantation Forestry (NES-PF) under the Resource Management Act. 

The Ministry for Primary Industries (MPI) and the Ministry for the Environment (MfE) consulted on the proposed subject matter of an NES-PF from 17 June until 11 August 2015. Consultation generated substantial feedback, which contained many useful points on matters including: 

  • whether the NES-PF will achieve good environmental outcomes and protect sensitive receiving environments;
  • the certainty and enforceability of the rules; and
  • the cost to councils of monitoring the NES-PF.

Since consultation, MPI and MfE have been working to analyse submissions and revise the proposal. We will continue to work with the Stakeholder Working Group and other stakeholders, including councils who will administer the NES-PF under the Resource Management Act.  We will report back to Cabinet around mid-2016, with recommendations and a summary of submissions.  We will notify you again when this information is available on the MPI website.
