This is a presentation given nationally to RMLA members by Simon Berry of Simon Berry Environmental which addresses the extent to which government is able infringe upon private property rights via the imposition of planning controls. This is an issue which is becoming increasingly relevant as the value of resources increases, pressure on these resources grows, and we learn more about human impacts on the environment.
Wind Energy in New Zealand and the New Wind Turbine Noise Standard Roadshow

On 1 March, Standards New Zealand will release NZS6808:2010 Acoustics – Wind Farm Noise. This new Standard draws on 10 years’ practical experience of wind farm development in New Zealand to refine and enhance the recommendations in the existing Standard (NZS6808:1998) for predicting, measuring, and assessing of sound from wind turbines, as well as setting noise limits.

Acoustics is the critical factor in many resource consent applications. A panel of four acoustic experts, being:
Stephen Chiles, URS
Vern Goodwin, Ministry of Health
Stuart Camp, Marshall Day Acoustics
Russell Malthus, ViaStrada
addressed topical issues starting with a brief refresher on commonly encountered terminology, and then summarising the effects of changes in the 2008 revisions of NZS 6801 and 6802 (measurement and assessment of environmental noise). Presentations also covered current work on other acoustic standards: discussing the status of the long-awaited road noise standard (NZS 6806); and touching on contentious issues likely to be tackled by a revised wind farm noise standard (NZS 6808). These concluded with a summary of activity on National Environmental Standards relating to noise.
