RMLA, together with Local Government New Zealand, invite you to attend the following presentation which will begin in July with dates and venues yet to be confirmed.
Key terms found in Part 2 of the RMA such as natural character, landscape, natural and outstanding are not defined within the RMA. As a result difficulties have arisen in the diversity of interpretation of these terms and the methods used to assess them. There are a variety of landscape resource assessment methodologies in use across the districts and regions of New Zealand, and different landscape policy responses and landscape management methods being applied by territorial local authorities (TLAs) nationwide. At the same time direction on the meaning of key terms, particularly natural character and landscape, have so far only been available through case law. Currently these diverse and case specific decisions are the only real approach to national landscape policy development available to practitioners and TLAs.
At the same time unevenness of approach and coverage in landscape assessment practice in local and regional councils can result in inconclusive cross boundary matters, variable landscape policy development, objective setting and landscape management practice. This situation ultimately may challenge the primary purpose of the RMA of “sustainable management of natural and physical resources”. This Road Show session invites you to explore and discuss different approaches to landscape resource assessment and how this tool can be utilised beneficially by territorial authorities. What is the best way to achieve a clearer policy direction and a consistent methodological approach to assessing our landscapes?
Rebecca Hughes, Senior Landscape Architect, will be joined by other members of her team from Boffa Miskell, depending on location, together with input from local practitioners.
