Consultation opens on Auckland Council’s Plan Change 120 Housing and Intensification Resilience
The submission period on Auckland Council’s Plan Change 120 Housing and Intensification Resilience, and proposed amendments to Plan Change 120 opens/opened on Thursday 27 August 2026.
Submissions/Technical Information
Additional/different submission points from existing submitters are welcomed, and submissions from new submitters.
If you made a submission in 2025 re-submitting the same decisions requested is unnecessary. Please don’t resubmit the same submission or make a fresh submission seeking the same decisions.
○ Existing submissions remain valid unless impacted by the council’s decision to withdraw part of the plan change, or by any out-of-scope decision by the Panel. In either circumstance duplicating the submission point would not advance the matter.
○ Re-submitting the same decisions requested will add to the time needed to prepare the second SDR (summary of decisions requested).
The Panel would likely appreciate the council producing the second SDR quickly so hearings can be concluded in time to meet the Ministers’ requirement for notification of decisions on Panel recommendations by the end of June 2027.
Some Plan Change 120 submissions requested set out a principle-based approach to relief sought. While the Panel will decide on scope, the council’s SDR team would appreciate clear identification of decisions requested (and the cessation of this principle-based approach).
Existing submitters may withdraw all or any submission points at any time.
The RMA requires that submissions use the council’s bespoke form or be in the same format. Submission and withdrawal forms will be available on the council’s website from 27 August.
Submissions close 24 September 2026 at 5pm.
The Ministers’ amended directions prevent further submissions.

(Council’s proposed amendments to Plan Change 120 do not have the status of a plan change or variation hence the dual viewer).
Council’s partial withdrawal of the plan change is reflected in the dual viewer (both tabs).
The original (and superseded from 27 August) 3 November 2025 version of Plan Change 120 map viewer remains available although caution should be exercised using this viewer. If you have this bookmarked we suggest you delete that shortcut and bookmark the dual mapping viewer instead, once available.
