New guidance on landscape assessment during planning reform

Tuia Pito Ora New Zealand Institute of Landscape Architects (NZILA) has released a new Assessment of Landscape Effects Guidance Note addressing the transition to the Planning Act 2026 and Natural Environment Act 2026.

The guidance considers the implications of the transitional RMA provisions for landscape assessment, particularly the new requirement to disregard views from private property for district land-use activities, while recognising that landscape effects and amenity values remain relevant during the transition period.

The guidance also acknowledges that the interpretation and application of the new provisions will continue to develop as the new planning system is implemented.
